First adds a CONTRIBUTING.MD file, I used the one from miden node and made the changes to suit this repo. I also added a mention to mkdocs
Adds a command to Makefile.toml to apply the formatting from cargo fmt. I used the existing format name as a command and renamed the latter to check-format.
