fix: update build-wasm target from Makefile #419

We missed a comment on #401 and currently the build for wasm is broken. This PR fixes that and introduces a build workflow to the CI that runs both make build and make build-wasm

I think these changes look good, but we likely don't need to build the CLI as long as we have integration tests.
