Move `README`'s contribution guidance into a `CONTRIBUTING.md` #1537

The Guidance for external contributors section on the README is quite large and slightly obfuscates the other info of the README. It would be probably beneficial to move it to a dedicated CONTRIBUTING.mg to keep the README concise.
