JSON-RPC specification for devnet_.... endpoints #508

Create JSON-RPC specification document like https://github.com/starkware-libs/starknet-specs/blob/master/api/starknet_api_openrpc.json for devnet endpoints. If there is a tool to generate it, then great. Otherwise manual work is needed
