Adapt to Starknet 0.13.2 (blockifier 0.8.0-rc.0)

Usage related changes

• Requires Rust 1.76 (used to be 1.74)
  • Due to a dependency using a feature present only since 1.76 (Result::inspect_err)
• Fix computation resources:
  • add missing segment_arena_builtin_applications
• The new blockifier introduces something called Bouncer
  • Bounces back the transactions which exceed certain limits (such as gas, n_steps, state_diff_size...)
  • Configured a Bouncer with maximum limits for all parameters (BouncerConfig::max()), except n_steps and gas
  • mentioned in intro.md of docs

Development related changes

• Update several dependencies, visible in Cargo.toml, most important are blockifier to 0.8.0-rc.0, starknet-rs to 0.11
• Unify felt
  • Felt::from_hex doesn't handle 0x-prefixed strings as expected, so I introduced a dedicated felt_from_prefixed_hex
• Close #506
• Replace RwLock with Mutex
  • Caused by blockifier's RefCell implementation of CachedState Cache
