Sign rfpId when sending proposal

What's included in this pr + description

• add rfpId to signature structure for proposals
• bump proposal signature schema 0.0.1 -> 0.0.2

Motivation & Context

• lets us track proposals created to a specific rfp in a decentralized manner

Steps to test

1. propose P2P normal -> empty string is being signed
2. propose from an RFP -> rfpId is populated with the rfp's id
