What's included in this pr + description

Add Station Newstand RFP template (first template of Advance Payment)
Update display of RFP payment amount to use a Total Payment calculation (map + reduce on individual payments)
Update RFP submission title to wrap RFP title in quotes

Motivation & Context

let GTM start advertising Station RFPs!

Steps to test

Test new station rfp

Go to station labs workspace's rfps
Propose to Newstand -> See 500 USDC as payment
See 500 USDC as payment in detail view
Propose -> See 500 USDC in payment, title is wrapped in quotes
Confirm form -> see 500 USDC as title wrapped in quotes
Submit -> see 500 USDC with advance payment type

*Test old rfps

old rfps work normally to display proper payment amount and submission titles
