Fix loading button state for forms populated with template

What's included in this pr + description

• add conditional check for existence of token gating parameters in loading state for form buttons

Motivation & Context

• buttons are perpetually loading even if there is no token-gating to check for

Steps to test

• propose to Newstand RFP -> no loading "Next" button, go to next page, same thing
