version bump wagmi & typescript to latest

What's included in this pr + description

• bumped wagmi fromwagmi@0.6.0 -> wagmi@0.8.3
• bumped typescript from typescript@4.5 -> typescript@4.8.4

Motivation & Context

Upgrade our packages to the latest to remove vulnerabilities

Steps to test

1. Create a proposal, go through as many flows as you can to see if there are any bugs/crashes that the upgrade might've caused

• Added as string to the address parameter in useEnsName hook
• Changed type of txnHash from any to 0x${string}
• Removed RINKEBY chain id as it is not used anywhere else in the codebase and was causing a linting error when running yarn build:prod on my local machine (I'm using node v14)
