What's included in this pr + description

removing the "share an idea" proposal creation flow
removing the "partnership" proposal creation flow
only allowing two selections: "create an rfp", "create a proposal"
added a back button layout to support the proposal type selection, proposal creation page, and rfp creation page

Motivation & Context

We want to simplify the proposal creation experience because people are confused using our app 😱. People aren't sure which use case to choose when they don't see their exact use case.
