What's included in this pr + description

This pr includes:

  1. Changing the quorum
  2. Replacing a signer with a signer not on the current signer list
  3. Removing a signer with the option to change the threshold
  4. Adding a signer with the option to change the threshold

This is a prototype for signer and quorum changes
