[rules engine] Wrong file path in `Send-File` leads to death of handler #4

In Send-File directive wrong path to file(i.e. non-existent or irregular) causes handler process to die with exception. The proper handling of such a misconfiguration should include:

Displaying an error in log
Sending error 500 Internal Server Error to client
