layout config usage changes and on-stage flow integration with layout config #1175

Description

This PR adds the following:

layout config will load as per the peer role, when role changes applied layout config will also change
hls-viewer layout will be selected from the layout config
on-stage flow exp will work from layout config
fixed alignment issues in "On Stage" flow notifications
