Sometimes links should be made weak. For instance on Contribution:haskellStarter we link to Algebraic Data Type in the context that we don't make use of this concept. We need the following supporting functionality:

Support [[~X]] syntax as a means to annotate links as weak. Render just like [[X]].
Ignore such links when generating the "mentions" triples.
For the example above the page using the link should appear in X's backlinks section.
