Adding sync-labels workflow. #9

I'd be needing a workflow to automate updating the workflows :cry:

I feel you on that. It is really a lot of work to manually propagate these fixes across all the repos using them. There was a lot of talk about setting such a thing up, but in the end that only caused a 6 month delay in setting up the current simple system, which is at least a huge improvement over the previous chaos where there was no known "best version" to pull from.

There is a relatively recent "reusable workflows" feature in GitHub Actions that is promising but I haven't had time to look into it closely. My initial thoughts are recorded here: https://github.com/arduino/tooling-project-assets/issues/184
