Moving TOC Sidebar to bottom wastes space #810

What steps will reproduce the problem?

1. Move TOC sidebar to bottom (where validation results pane is)

What is the expected output? What do you see instead?

It creates 2 tabs in area above the zoom slidebar
There is now unused space below the tabs 

Tabs and zoom slidebar should be at the same level

What version of the product are you using? On what operating system?
0.4.0beta2 (windows)

This is not possible to do, the zoom controls are in the status bar. Tabs can't 
be put there.
