cannot open specific epub file from public library

What steps will reproduce the problem?
1. tried to open the attached file
2. sigil cannot open it
3.
...

What is the expected output? What do you see instead?

sigil should open it

What version of the product are you using? On what operating system?

windows 7 64 bit, sigil 0.4.0 build from 2011.03.21

there is no DRM on the attached epub file! so this should not be the problem. 
Other epub files from the same source open fine!
