Chapter names w/ spaces

What steps will reproduce the problem?
1.Load attached ePub file to Sigil 4.0.

What is the expected output? What do you see instead?

Chapter names in opf are not percent encoded. FC reports not valid URI.
Chapter names in toc.ncx are percent encoded.

If this is handled by Sigil, then ver 3.4 apparently produces percent encoded 
name.

What version of the product are you using? On what operating system?
Sigil 4.0 beta 3 32 bit.  Win 7.0
