Here is an example of H2 tags - all over the place.. ie why don't they appear
in the order they are in the document?

The Table of Contents sidebar shows the items as they appear in the NCX file,
*NOT* as they appear in the content files. Your NCX file in the epub has the
items all jumbled up, and they appear in this order in the TOC sidebar.
Clicking the "generate toc from headings" button rewrites the NCX using the
headings in the content files.

The Old Sigil never worked like this?
How do I get around it? i.e. reorder the TOC to the order in Epub file?

perhaps it has become too complicated for me.

use Silgil and it inserts a jumbled up Toc..
