Addresses #41

The release is used from the config file that first matches (in order, substring matching) one defined in the --config file.r

When both a --config file is given and a -e release are supplied to server.py start, release is used when no version is given.
If a --config file is given but a -e release is not supplied, the first release defined in the config file is used when no version is given.
If a version is not found among releases defined in the --config file, a MongoOrchestrationError is raised.
If no --config file is supplied, we just use whatever is defined on the user's PATH.

The releases defined in mongo-orchestration.config have been reordered most-to-least recent so that later versions are matched first.

Updated: added /releases to show currently available releases that can be used within the version field.
