値の参照後の変更禁止
phony でないターゲットは生成ルール必須
定義のない変数を参照したらエラー

just というものがある https://github.com/casey/just

特に変数の参照に違いがあるので、 make と just で同じファイルを使うみたいなのはほとんど無理
