'Admin Color Scheme' for Production environments #147

Is your enhancement related to a problem? Please describe.

As a precaution against accidental updates to production environment by 10up engineers and QA team, we should enable a different 'Admin Color Scheme' if 10up user detected and wp_get_environment_type is Production.

I suggest we create a custom 'Admin Color Scheme' based on Sunrise core color scheme or 10up brand.

@rickalee I'd love to hear your thoughts on including it in a less intrusive way. I'm always concerned about changing colour schemes for a11y reasons. I agree, this could be a massive help though.

I really like the approach taken by https://wordpress.org/plugins/display-environment-type/, what're your thoughts on that?
