Description of the Change

PR adds Repo Automator GH Action to help automate common repo operations listed here

How to test the Change

Validate "Repo Automator" check is pass if the PR description is valid
Ensure PR gets auto-assigned to PR author, milestone auto-added and code- review label gets auto-added.
