feat: introducing cache controls

Description of the Change

Introduces the ability to cache the result of fetch strategies.

How to test the Change

Run the example locally.
Update headstartwp.config.server.js so tthat enabled: true.
Refresh the homepage and look for logs that says cache hit for the app endpoint.
Optionally, set up a custom cache handler for redis and test that it's being cached in redis.
