Update CODEOWNERS

Description of the Change

Now that this plugin is set for Stable support, I'm updating the CODEOWNERS from the entire Open Source Practice to just @dkotter and myself. That way as new PRs come in we can assess if its something we're likely to accept and if so then set someone from the OSP as a Reviewer as necessary.
