Not sure where I'm going with this, but what about some kind of software platform that lets schools that are in geographic (or not?) proximity collaborate with one another. Combined school field trips, homework help, teacher or student exchange programs.
I think this would be pretty boring and tedious to work on, but I can imagine it being compelling to a lot of people so might get traction. If you were a teacher/concerned parent/gvt official and somebody came to you with a pilot scheme to help schools collaborate, you'd probably jump at the chance as it feels like morally a good thing to be interested in.
