- Add Selfless Healer Graph Parameter
- Extend state tracking to record # buff stacks for stacking buffs
- Add buff stack rotation conditional eg: FoL[#SH=2]

Completed C# SH implementation.

Theck: can you update the matlab code to pass true/false into the fsm code? I 
suspect we will pass a talent strucut to fsm_gen & memoized_fsm but I'm not 
sure which bits are pre/post refactor so I don't want to update matlab stuff 
and be referencing old variables.
