Updated RDP_Splint item to work with ACE 3.11.0 #23

After the 3.11.0 update, all items that inherits "InventoryItem_Base_F" are broken. They should now use "CBA_MiscItem_ItemInfo". See https://github.com/acemod/ACE3/issues/5673 for more info.
