Big docs menu changes #1665

  1. Adds a top menu
  2. Adds the docs nav to the home page
  3. Consolidates the home page and the docs home page (they served the same marketing purpose)
  4. Make the docs button smaller (oh no)
  5. Make the two column layout appear at a smaller breakpoint ~880px
