Server side-only HTML comments e.g. `<!---` #126

To complement webc:ignore I’d like a server side HTML comment like <!--- Server side comment ---> (note the three dashes instead of two)

This will be included with WebC v0.9.4.

Just FYI this milestone changed to 0.10.0!
