Require ability to add new test centers #28

Leo would like the ability to create new test centers,

eg Belfast, University of Ulster, room 312.

current system does not allow new centers to be added. need a new page called center management that allows admins to add a new center with the ability to specify locations within larger venues.

This may be a nice to have for now. Probably wont get implemented right now

This should be written up as important functionality that didn't get implemented. Ability for the rainbow project to respond by setting up new centers is important. At present additional centers are added directly into firestore. These can be used immediately do schedule clinics.
