Giveaway command #15

Allow the creation of giveaways. This command takes a giveaway duration, giveaway title, number of giveaway winners (optional), giveaway description(optional), and minimum entries (optional). After the expiration time, a winner or the winners is/are randomly chosen from the pool and displayed. A re-roll command would be nice to have as well so that we can pick new winners if needed.

The giveaway Discord bot is a good example of what we're trying to accomplish.
