Add “timeout” and “remindme” commands #44

Timeout command will be used to suppress users for a set amount of time. Probably in the format of "1y2d4h7m." Remindme command will work similar to the reminder bot on Reddit. It will link back to the message that triggered the command after a specified amount of time. Same time format as above.
