Have Bearcat Bot post and edit messages in #welcome-and-rules #45

If possible (and not too complicated), it'd be great to have Bearcat Bot as the "user" that posts in #welcome-and-rules channel. The messages could be edited and updated by command(s) (similar to what is done for welcome message).
