Allow users to react to messages with a star emoji and if it gains enough reactions, add the message to a "starboard" channel. This shouldn't work in the "starboard" channel itself and the threshold should be configurable. We should consider keeping the reaction count on the message as well, but this may be somewhat complex and can be a later enhancement.
