I think the majority of it would stick in/around Damascus to defend the leaders. Its subordinate divisions would probably only maneuver as needed to meet an invading enemy army force but I don't think they would be defined as reinforcements/strategic reserves.

Not 100% sure what you mean, but I assume you refer to 4th Corps? In that case I agree. They will be assigned to rear-area duties.
