Would it be possible to tie several SAM groups into an Headquarter building of some sort. So if this building is taken out, then the SAM's skill level go down to average?

For example, splitting up the IADS into 4 sectors: bilde

And have one HQ controlling each sector, and then doing a strike at the sector HQ makes the sector weaker with its IADS.
