German Mil-AIS has the Norwegian part of the CENOR FLIP publicly accessable for download: https://www.milais.org/cenor.php?ZnJtaWQ9MQ== You can download by country or by aerodrome. So we have the norwegian military IFR procedures and aerodrome ground charts available. For the release state that means for Bodoe and Banak (called Lakselv in DCS).
