rfxlink packet link layer below LPL #26

At least for the RF230 and RF212 radio stacks the packet link layer is put 
below the low power listening layer which makes no sense.

It should be placed above for increased reliability.  Putting it below 
interfere with the workings of the LPL layer if used together.

You are completely right! I have no idea how I did not notice this in the first 
place. I will commit a fix soon. It should also improve the LPL performance 
(less time to wake up). Miklos
