ctp performance in saturated networks #4

There might be performance issues with ctp when we run it in a saturated 
network. With enough nodes, it effectively becomes a high data rate network and 
with busy wifi traffic in the network, performs poorly.

The CTP design explicitly says it's intended for low data rates. Supporting 
graceful degradation will add complexity. Should this be handled by a 
higher-layer protocol instead?
