Check via regedit HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Fonts
It needs an entry for Segoe UI Emoji
since you have removed twemoji
you need another font.
Segoe is the Win11 default
Sorry about taking so long to respond. I have Segoe UI Emoji Emojis properly display everywhere else, just not in the emoji picker. 👍

error related to the picker not finding segoe With the 22H2 update, emojis now display, but all the new emojis introduced in 22H2 are missing. UPDATE: it just fixed itself completely for no reason
