Windows 11 - Colour Emojis Broken #153

Edition Windows 11 Enterprise Version 23H2 OS build 22631.3527

All colour emojis are broken entirely. In the emoji panel they do appear with colour but are unsupported OS-wide. No browser, no application, nothing supports them. All fallback to B/W

A few application work with OpenType-SVG fonts.

Firefox
Photoshop and Illustrator

I do not have any control over these other applications.
