Chat Visibility #330

Testing results from different sources have show that the chat not being used. One tester even commented, unprompted, that it would be nice if she could chat with other players.

We need to take a look at how the chat is displayed to players and how the players are notified, or can see new chat activity.

Just had another testing session at work - also feedback they wanted the chat visible all the time
