Removed the horrible history-based function
Added a new function that uses active / inactive lanes to create light states
Added car-detection (tested)
Added left-turn signals (untested!)

This is a fix to issues #16 and #23.

I see a bunch of bizarre behavior, but I forgot this was a merge into master. Just going to let this be weird on its own for now, and we will merge into master later.
