Package publishing checklist #48

create a checklist of items the uploader has to agree with. Can include several items but foremost the uploaders needs to agree that he has done the utmost to credit original authors when uploading a pack in the current year.

regarding crediting original authors: credits should be mentioned either directly in the artwork OR in the SAUCE comments.
