Scroll-wheel zoom should stay enabled when the pan/zoom tool is not focused #21

Expected behavior

It'd be nice to be able to use the mouse wheel to zoom in on the subject without having to first select the pan/zoom tools

Current behavior

In order to use the mouse wheel to zoom, you must first select the "pan" tool.
