stop early exit from tutorial #26

can we get a time estimate for the following?

Can we remove the 'X' on the top right that closes the tutorial? This will force users to go through every screen until the get to the "Let's go" green button on the last page of the tutorial.

One potential issue with this is preventing quick dismissal of the tutorial in the case where we're not using AAAPI to track people, this is significantly improved by the no_tutorial query param :)

@tingard is this an issue given we do now have the no_tutorial param? (ie is it just a case of remembering for us to set the parameter in the url?)

It's not needed, but potentially still valuable. Can we add a "low priority" flag of some kind?

@rogerhutchings the "it's not an issue" chat was referring to Tim's initial comment on 11 May (due to the mitigating action referenced in the reply below), rather than the original post, which is still an issue.
