Pan-zoom keyboard shortcuts should be more available #54

Expected behaviour

When you are annotating, a +/- will always trigger a zoom, and arrow keys will always trigger a pan.

Current behaviour

Keyboard shortcuts only register when the subject viewer is in focus, which is frustrating.

Additional information

This line should be changed from this.root to window (or document, i.e. something more general)
