Better to start just collecting data, or with a usable database that grows?

Or maybe the question is, when do we start making this a database instead of a sheet?

Sheets are easier to task out for people to collect data points
DB lets us be more fluid with relationships (e.g. can a city inherit a value from a state?)
DB might let us join in data just from a unique ID (MSA name?)

For example, this is my baby sheet to collect a US Cities list. Model is to let taskers copy the sheet, add their data, share it back.
