10x Qualitative Data User story

As HSM users, I want have access to the same (centralized) HSM data ,so that all users of the tool can pull the same data.

As a HSM product team, we want to have a centralized HSM database, so that we can track usage, and errors.

Acceptance criteria

[ ] HSM has API endpoints for
- [ ] Uploading survey data
- [ ] Running classification operations on survey data (and ability to download the response)
- [ ] Training operations with user-curated data (survey data + classification + curation)
